No boat, no bondage and rope tied the boat. A life of wandering. Also metaphor free body.
有技巧的人劳累，聪明的人忧虑，没有本事的人没有追求。吃饱了四处闲逛，就像没有被固定的小船。
Skilled people are tired, smart people worry, there is no ability to pursue. Full of wandering around, like a boat without a fixed.

这是养身之道，强调没有忧思操劳的生活才是自由自在，可以意译。To think deeply ofen make you tierd, while carefree life gives you really free lifespan.
